6-zone panels (Vista-10's, Vista-20's, etc) requires *96 to be performed

Is panel grounded? If yes, and the above have been verified, remove ground TEMPORARILY (this will remove possible noise from ground).

If all else fails, could be a phone line problem. To prove this, try panel on another phone line, preferably at another site.
